The project's immediate objective was to provide community-based educational services for out-of-school youth and young parents aged 15-24, in Manila, Baguio and Cebu, numbering about 3,100 individuals. Services included group educational sessions, one-on-one or group counselling sessions and individual skills development through project development and skills training or small income-generating projects (IGPs), leadership and communication training, and referral for family planning services for those who are eligible. The project's long-range objective was to organize and develop the capability of the youth leaders through the provision of IEC services and training, to enable them to assist other community youths become responsible adults even after the project phases out. The project components inluded IEC, training, IGPs and community organizing. From April 1 to December 31, 1990, the project accomplished the following: (1) Identified and selected six depressed and underserved communities/barangays with young populations: Manila: Barrio Banana and Barrio San Roque, Pandacan; Baguio: Barangay Balsigan and Barangay Irisan; Cebu: Barangay Sambag and Barangay Calamba. (2) Provided services to 3,238 youths (This overall figure exceeded the project target of 3,100 for the entire project duration). Overall, the project linked up with 68 private and government agencies for skills training of selected youth beneficiaries, IEC materials, resource persons during trainings, lectures or symposia, FP service delivery, media coverage of project activities, and job placements of trained youth beneficiaries.
