Local Initiatives Towards Achieving the Millenium Development Goals (MDGs) through Integrated Population, Health, and Environment (PHE) Programming

In 2000, the Local Government Unit (LGU) of Concepcion implemented a project called Population and Environment Co-Existence Development (PESCODEV) in three pilot barangays namely: Bagongon, Lo-ong and Nipa.  The project aimed to bring a sustainable balance between population and environment focusing on poor and under-served communities. The main components of this project were Reproductive Health and Coastal Resource Management.

Integrated population, health and environment (PHE) planning, as experienced by the LGU of Concepcion with the PESCODEV project, was found to be a good approach in addressing poverty and population problems.

Thus, this PCPD-funded project aimed to sustain the initiative in the pilot areas, as well as expanded its scope to four (4) other barangays of the Municipality namely; Botlog, Polopi'a, Macatunao, and Malangabang. The project had positive outcomes in the seven (7) target barangays (with a population of 12,698), to wit: (1) improved quality, accessibility and availability of family planning (FP)/Reproductive Health (RH) services, (2) improved knowledge, attitude and skills (KAS) related to FP, (3) improved KAS on community-led coastal resource management, (4) improved community support systems and policy environment for FP/RH and environmental management, (5) improved fish catch of marginal fishers, (6) increased Contraceptive Prevalence Rate, and (7) increased number of youth advocating and working for adolescent sexuality and reproductive health.
