Institutionalizing the Adolescent Centers Program (ACP) in Selected Health Departments in Metro Manila

Through this project, two new ACP centers in each of the four municipalities of Marikina, Mandaluyong, Malabon and Paranaque were established to serve a bigger number of adolescents. The eight ACP centers were: Hulong Duhat and Durian in Malabon; San Dionisio and Sto. Nino in Paranaque; Bagong Silang and Welfareville in Mandaluyong; and Calumpang and Conception in Marikina. A related development in 1988 was the organization of the Department of Health-National Capital Region (DOH-NCR). This office was placed in charge of the city and municipal health departments of Metro Manila, where the ACP projects were attached. This development caused operational setbacks inherent to newly established institutions like DOH-NCR. Reassignment of staff adversely affected the working relationship of the ACP Center team in Marikina. In the case of the Durian Health Center, the ACP Project was not able to take off after its inauguration in April 1988. It was only in 1989 when this center started full operations. Despite these contraints, the ACP centers served as ""crisis intervention centers"" which attended to adolescent clients with problems on adolescent/unwanted pregnancy, unwed/single parenthood, teenage marriage, marital conflict, boy-girl relationships, extramarital and premarital sexual relationship, parent-child relationships, and related concerns. The ACP centers also played an active role in information dissemination. A total of 7,908 clients were reached through the ACP centers' series of film/STP showings in schools and barangays, preconsultation activity, mothers' classes, orientation sessions, and distribution of IEC materials. As part of institution-building, PCF provided the ACP staff with basic reinforcement training on adolescent sexuality information and counseling, and service delivery.
