Characterized by a shift from HRDP 1's concept of health resource "distribution" to "development", this project called not only for more rational deployment of health services, but also for the improvement of the capabilities of the health manpower as well. The project objectives were: (1) to develop, in accordance with HRDP principles, three new health NGOs in Palawan, Iloilo and Albay; (2) to cover 21 new barangays under more specifically defined management systems and minimum standards for program components such as training, community organizing, community exposure and health service delivery; and (3) to replicate and disseminate the HRDP philosophy, principle, and operational systems through alternative strategies. At the PCF level, a training on community organization and a training of trainers on primary health care have been held. The pretesting of the Community Organizing (CO) Manual in the communities was also completed. At the NGO level, an orientation on the HRDP concept, its objectives and strategies was held among the faculty members, students and deans of various colleges/departments. Entry activities at the community level have also been initiated following the selection of the first set of four barangays. In addition, 20 volunteer health workers were recruited per barangay within the project duration.
