News - LGUs soon to have a framework on population management

Several consultations on the draft LGU framework on poverty reduction, hunger mitigation, and population management were held in Antipolo City, Baguio City, Subic and Davao City during the second quarter of 2008. Delegates to these consultations were mostly  planning and development officers from LGUs, officers of League of Municipalities of the Philippines, and the Liga ng mga Barangays from various regions. The presentations of the said framework stirred LGUs to act on pressing issues of population growth, poverty, and hunger. Dr. Dennis Mapa of UP, one of the main presenters during the consultations, emphasized that "the government cannot wait for income to increase for population to naturally drop because population growth at present is hindering income growth." Another population management advocate, former governor of Negros, now Administrator of the Sugar Regulatory Administration, Rafael Coscolluela challenged LGUs to launch a major offensive against poverty. The consultation was spearheaded by the Union of Local Authorities of the Philippines (ULAP) in partnership with the Philippine Center for Population and Development (PCPD), the South East Asia Regional Council for Agriculture (SEARCA), the National Anti-Poverty Commission (NAPC), the Department of Health-National Nutrition Council (DOH-NNC) and the Population Commission (PopCom).
